Name of the vacant position:

Public Procurement Specialist

The main functional responsibilities of the structural unit:

- To perform the functions assigned to him, the specialist of the Department must:

efficiently and timely perform the duties assigned by the employment contract, internal acts of the Company and this job description;

- to execute the orders of the head of the Department, within the competence of the position held;

- to increase labor productivity, their professional level and qualifications for the effective performance of duties;

- prepare and coordinate draft orders, protocols, contracts and other documents on public procurement of goods, works and services;

- to post on the web portal of public procurement, announcements, protocols, reports, other information on public procurement provided for by law;

- organize work on the development and preparation of electronic tender documentation, protocols, decisions, as well as coordinate with the Company`s specialists technical specifications and characteristics of purchased goods (works, services) for the development of electronic tender documentation and summarizing public procurement;

- to take part in the preparation of the protocol of admission to participate in the competition, the calculation of percentage effects on the conditional price and in the preparation of the protocol on the results of the competition;

- to carry out legal expertise of documents related to the organization of public procurement;

- within the time limits established by the legislation of the Republic of Kazakhstan to prepare draft responses to requests from potential suppliers for clarification of the provisions of the tender documentation (except for technical specifications) in the implementation of public procurement of goods, works and services within the competence;

- prepare announcements, clarifications on the tender documentation (except for technical specifications) and other information necessary for posting on the public procurement web portal;

- to send information to the authorized body for the inclusion of suppliers recognized as unscrupulous participants in public procurement in the register of unscrupulous participants in public procurement in accordance with the procedure established by law;

- to post on the web portal of public procurement, announcements, protocols, reports, and other information on public procurement provided for by law;

- to monitor the entry and return of collateral for competitive bids and the execution of public procurement contracts;

- provide advisory assistance to the structural divisions of the Company on public procurement issues;

Main job responsibilities:

- exercises control over the fulfillment of obligations under contracts on public procurement of goods (works, services) in accordance with the requirements of the legislation of the Republic of Kazakhstan;

- provide independent monitoring of prices on public procurement of goods (works, services);

- on behalf of the Head of the Department to take part in the development of the most important documents of the Company and court proceedings;

- take on anti-corruption restrictions;

- take care of the property of the employer and employees;

- compensate the employer for the damage caused within the limits established by the labor legislation of the Republic of Kazakhstan and other laws of the Republic of Kazakhstan;

- inform the employer about the situation that has arisen that poses a threat to the life and health of people, the safety of the property of the employer and employees, as well as the occurrence of downtime;

- strictly apply and use for the intended purpose the means of individual and collective protection provided by the employer;

- not to disclose information constituting an official, commercial or other legally protected secret that has become known to him in connection with the performance of work duties;

- observe labor discipline, as well as the requirements of norms, rules and instructions on safety and labor protection, fire safety and industrial sanitation in the workplace;

- perform other duties within the powers and competencies of the position, as well as provided for by the labor legislation of the Republic of Kazakhstan and other laws of the Republic of Kazakhstan.
