Name of vacant position:

Specialist of the Public Procurement Division

Main functional responsibilities of the structural unit:

- to place announcements, protocols, reports, and other information on public procurements on the web portal of public procurement, as provided for by the legislation;
- organise work on the development and preparation of electronic tender documentation, protocols, decisions, as well as coordinate with the Company`s specialists technical specifications and characteristics of the goods (works, services) to be purchased for the development of electronic tender documentation and summarising the results of public procurement;
- take part in drawing up the protocol of admission to participation in the tender, calculation of percentage influences on the conditional price and drawing up the protocol on the results of the tender;
- carry out legal examination of documents related to the organisation of public procurement;
- within the terms established by the legislation of the Republic of Kazakhstan, prepare draft responses to requests from potential suppliers to clarify the provisions of the tender documentation (except for technical specifications) in the implementation of public procurement of goods, works and services within the competence;
- to prepare announcements, explanations on competitive documentation (except for technical specification) and other information necessary for placement on the web-portal of public procurement;
- to send information to the authorised body for inclusion of suppliers recognised as unfair participants in public procurement in the register of unfair participants in public procurement in accordance with the procedure established by law;
- provide advisory assistance to the Company`s structural subdivisions on public procurement issues.

Main job responsibilities:

- exercise control over the fulfilment of obligations under contracts on public procurement of goods (works, services) in accordance with the requirements of the legislation of the Republic of Kazakhstan;

Higher economic or legal education

Required professional experience (duration, field, other)

1 year

Professional competences:

Knowledge of legislation in the field of public procurement, ability to work in the web portal of public procurement.

Personal competences and qualities:

Communication skills, responsibility, accuracy, diligence, diligence, diligence, ability to work in a team and independently.

Knowledge of languages, including the state language (list of languages the candidate should be proficient in)

Kazakh, Russian

Computer Skills:

MS Windows, MS Office/XP 2000, 2003,2007/ (MS Word, MS Excel, MS Outlook), Internet, Page Maker, skills of working with office equipment, ability to master specific programmes of the web portal of public procurement.
