He was born on 11/24/1951. village Konystanu, Kzylkoginsky district, Atyrau. Historian, Honored Worker of Education of Kazakhstan (2002). He graduated from the Kazakh Pedagogical Institute named after Abai (1978).

Candidate of Historical Sciences (1999),  Associate Professor (2003). Professor KazNPU named after Abai (2011). Senior Research Fellow of the Central State Museum of Kazakhstan (1978-1982). Lecturer, Senior Lecturer, Department of General History KazPI named after Abai (1979-2003). Associate Professor, Department of World History KazNPU named after Abai (2003 - present), Vice-Dean of the Faculty of History of educational work (1993-1997), Vice-Dean of the Faculty of History for Education (1997-2008). Head of the Educational Management KazNPU. Abay (2008 2011g.g.). Dean of the Faculty of university-wide disciplines (2011, 2012).

Currently director of the Instutute of History  and Law KazNPU named after Abai.

Theme of the doctoral thesis: "Socio-economic and demographic development of the urban population in Western Kazakhstan in the XIX - early XX centuries)".
